All boards and many topics are always "new" for me (this is annoying). Is this a forum setting or bug? Or is it my web browser that is messing up something?

I believe that is all stored server-side, but it might be cookie-based instead. Have you tried the "Mark Forum as Read" thing? It might work if you haven't.
