I was working with a coder on an game/engine for about a year, and we decided to shelf it for awhile. He decided to release the code in the meantime to help other developers make something out of it.
This code was written by someone who goes by the alias Elder. I chipped in very little, so it is his work.
This engine is written in C#/XNA. The first link shows some old examples of it.

Robbie told me not to do it.. but I believe in free software. Do as you will, I express no warranty. This is licensed under the GPL v3, if you make any modifications to the source and release them to the public, you must also release your source-code in the spirit of "free software". Don't try and cheat this.
You'll need XNA 4, MySQL Connector and a MySQL database. I've provided a mySQL dump below.
