A full T3 connection is way more than $1000 a month, maybe he's looking at a fractional connection?
We are paying about 500-600 a month for one T1 line at work.

And you could host a mirage server on DSL..

A T1 is only 1.5mbs up and down each. The big thing about a T1 is that it's usually dedicated, meaning you get the full connection.
