Bottom Row Of Tiles On Each Map

I can't walk on the bottom row of the tiles on EVERY map. The client lets me move, but according to the server, I'm not moving at all. I don't know why this is though. It happened on an old source (ManaSync/Oblivion) too. I never could get this fixed though, does anyone have any idea what it could be?
