I personally would like to learn more about VB6 and programming, but telling someone to go look through google, when they came to the forums where most of these engines started to learn about programming, doesn't help much. I would like to see tutorials discussing how to go about adding features or programming, not just giving you the code and telling you where to put it.
And as Labmonkey said, there is a large group of members (not all mind you) that just 'want to make a game', giving them a very sparse looking base and not saying anything doesn't attract their attention. A well polished engine that some newbie can pick up and immediately begin the dev stage of a game is something they want.
I'm not saying get rid of the base, it's very handy for those people who don't want all the polish because they have a neat idea they want to implement on their own.
Offtopic... I want to say completely delete it, but then most of the smart (although lazy) programmers leave, but it would get rid of a lot of the shit. Eh, I don't know.
