Nean, he said use, not make. There are many ways to play mp3's in vb6. Each has its upside/downsides. Personally it comes down to fmod and wmp.
Fmod is good if you want lots of cool effects. If you end your program from the debug window though it crashes vb6.
Wmp is kind of simple, but works.
There are a bunch of comments on this board about the problems with each. Personally i use/used wmp and have never had any problems with it. I think robin made the tutorial, search for it.
