I'll break it down for you.

This means he lives in northern states and by stereotype/common knowledge that most southerners are rednecks.
This has meaning because he pointed out that their is more living around them then their should.

As my friend Rob said, we got rednecks here in Wisconsin cause they were holding the map upside down.

First Wisconsin is a northern states so you should assume it is redneck free. Wrong.
