little binary access editor

Since added binary i cant give admin access to my player so i had the idea of a litle editor on server because i cant even think how to make a real one.
It will work like put the char name in a txt press the button and the name in txt will have access=6

You could just change the sub addchar server side to give the player level 4 access when they make a character. then use your character to set all the new admin's accesses
