RTE 67, Too Many Files

Never seen this before. This isn't Mirage Source, but it's based from Mirage Source so I guess it classes as Mirage Source, but obviously extremelly heavily modified.
However!!! What does this mean, what causes it?

"This error can be caused either by trying to create too many files in a drive's root directory, or by an invalid file name that affects the performance of the Create File system call."
