It has nothing to do with the license. I just prefer 303.

I originally used 3.0.3 all the time, simply because I was used to the code layout.
Now I use my own base Mirage which has all the basic optimisations and the such.
I would suggest MSE.
EDIT: In answer to your question, MSE2 will simply be the base with a few more tutorials added.
