I can't really think of any reason that downloads wouldn't fit in the Knowledge Base forum, unless the download wasn't MS or VB6 related, in which case it wouldn't belong on these forums at all.

Actually it is a decent idea. THe KB board should only contain text information in my opinion. Sources and such should have it's own board, probably called Resources.

just make a thread in KB, theres no reason for an entire new forum. We have so many already now. KB is hardly used as it is.
