I hope to produce a tile-set in the future, but am not working on one atm. I'd probably benefit more doing some real-life studies first. Now according to this, the average rates per hour (from beginners to veterans) are roughly between $15/hr to $50/hr. I would likely charge a small $5/hr. (I can provide rough time estimates of planned commissions before hand.) Although, if you'd like, pay-per-asset can also be done, and that completely depends on the size of batches you're willing to pay by, and the quality of work expected. Also, keep in mind that designing and re-editing graphics takes time out from me as well, and time is money.
