It's even more annoying when someone has the satisfaction of getting the last word.
And they don't get deleted, they get split and/or moved to the trash forum.

No, it's a question. He's simply writing as he would talk. Missing out the 'Can you' is how he talks, but it doesn't change the sentence's motive.
