alright, it seems i've been away from Mirage too long, im getting rusty with both VB AND 2D graphics :S
anyway, i have yet to figure out how Fox created the GUI, i tried a few things however i couldn't get it. Maybe its just the color i used or something. idk

He just creates a box with a couple of layer effects then puts a texture over the top. I usually colour burn my textures.

The 4 boxes at the top, they're not evenly spaced.

Nudge the third box one pixel to the right.
Also, nudge the bottom chat box bit two pixels down, and remove three pixels from the bottom - this will also vertically center your arrows.
